how to connect ftp server

this is vijay
i have windows 2000 server and i have confiure FTP server also in that,
i am using tataindicom broad band connection,
i could not connect ftp server from tataindicom connection but other connection i could access my FTP
pls help me to solve this issue

You are hosting the server
You are hosting the server on your own computer?
If yes, then it is very likely that incoming ports are being blocked on your connection. Some ISPs block only certain common ports, which means that you can try changing the port that the server is running on to a non-standard number.
If I've misunderstood your question, please clarify.
